Xtar VC4 Help overcharging

Hi I have a fairly old Xtar VC4 and it appears to overcharge. I read the specs and it says cutoff voltage 4.2V but when I wait for the charger to say "FULL" I measure the battery with a multimeter and it reads 4.8V. It also takes some time after the charger reads 4.2V to read "FULL". batteries remain cool but checking all my batteries they all read 4.8V. Is the charger faulty and should I just pull the batteries when the charger reads 4.2V?

Well I changed the battery in my multimeter (9V) for a fresh 10V one and all my batteries read 4.2V even one I just removed from the charger (FULL). Panic over I think. Double checked the batteries with another multimeter and 4.12V, Hmm.
