510 battery & PCC question

Either something inside goes bad or they just wear out - they only have so many charge/discharge cycles before they're dead. Either way they will eventually die.

Will any of your batts go into the PCC without making the middle light come on?

Yeah, the new one I just got from Drew.

The green bottom light means the PCC is charged. So it should charge a good batt, with or without being plugged up to a usb.

The batteries that cause the PCC to light the middle led are pulling too much power. I believe you said one is stuck partially on - that will do it. Have you cleaned the ends of the batteries and inside the PCC? I take a wet-nap and put between bat and atomizer and screw together to clean both. I use 2 or 3 Q-tips dipped in alcohol to clean inside of PCC.
