The tank Mod from Redsky uses a step down regulator, 1 battery wouldn't have enough voltage to power it. Boost regulators are what's used with one battery such as those in the Provari and Lavatube. Buck or Step down regulators like what's used here and in many other mods require multiple batteries.
As far as the size 18xxx are 18mm wide and 16xxx is 16mm wide. 18350s aren't that much bigger than 16340s and might fit but since he doesn't specify using them more than likely not. You could always check with Brian to be sure.
When stacking batteries it's a good rule of thmub to use protected cells. AW IMRs are "safer chemistry, but if a runaway occurs the PCB in a protected cell will stop the BOOM.
