I appreciate your perspective, but consider this: I vape 33-36 mg/ml, if all I could get was 36 mg/ml nicotine, I would have no room for flavorings. 100 mg/ml is serious stuff, but again, in my opinion, no more so than concentrated bleach, or charcoal lighter fluid. How about chemical paint strippers? Now there is something to be concerned about. And gasoline? Well that contains significant amounts of benzene (see MSDS for that linked above) and it is extremely flammable and even explosive under the right conditions. A kid can stick a butter knife in an electric socket and kill himself. Oh, how about fingernail polish remover? That stuff is seriously toxic and a real inhalation hazard. The list goes on and on, but at some point you have to draw the line and say people should be expected to use some common sense, and parents should take some responsibility for protecting their kids from harm. Should people have to take a course and become certified to buy Sharpie markers? Put one of those next to the intake of a PID meter and the VOC exposure limit alarms will start almost immediately.
