My understanding (which is based off some previous experiences, not any legal studies) is that certain items are considered paraphernalia based on the use. For instance, a "water pipe" is paraphernalia based on what residue or substance is in the bowl area. Rolling papers are considered the same based on the substance found in conjunction with it. I use to roll my own cigarettes and had to explain it to the police when I got pulled over, but they never found anything else with it wasn't a concern.

So I wouldn't think it would be considered paraphernalia unless you had some substance/residue in the bullet that was illegal.

I don't use the silver snuff bullet, even though I find it attractive. I ordered both Toque and Dholakia snuff bullets, and, when they were empty, I refilled them. I now have four plastic snuff bullets in rotation. They have labels on them, so an inquisitive law enforcement officer could see (and smell) that it's flavored tobacco snuff.

Many snuff users favor a straw or small spoon. There are even valuable collectibles from other eras. Drug paraphernalia? Only when used with drugs.

Can you get in "trouble" for using a snuff bullet since it can also be used for "other things"? My brother cautioned me against getting one because it could be considered drug paraphernalia. They seem so nice though, you know you're not getting too much and not too little.

I've used one in Bangkok airport (non-smoking of course) amongst other places without any problems - people assume it's a nasal decongestant I imagine.

Clearly it would be unwise to pull out a mirror and razor blade however.

Bullets for snuff are one of the best inventions for that particular alternative IMHO.
Prior to hearing about them (on here), I was always put off using snuff because of the mess but snuff is one of the best alternatives to smoking for the "hit" factor that is missing in everything else (including e-cigs).

I actually found a perfect "snuff spoon" for the ones I don't have in bullets. I found it at Kitchen Collection for like $2, but I'm sure other stores must sell them. They're a set of very small (1/8tsp, 1/16tsp, and 1/32tsp) measuring spoons and are labeled "dash, pinch, smidgen" respectively. I've found that about half of the 1/32tsp one is about right for me and also the same amount as in one hit off of a bullet.
