"Set the voltage to 4.2v before charging"?

So, this would perhaps fit better in the New Members forum, but alas I'm not allowed to start new topics in there anymore. Somehow, I guess being active enough on the forum makes me an expert, and no longer in need of asking newbie questions? Anyhoo, I've heard that you're supposed to set the voltage on VV "Twist"/"Spinner" type batteries (like my Kanger EVOD VV battery) to 4.2v before charging them. I've also heard that you should set them to their maximum voltage which, if I'm not mistaken, is 4.8 for most of these (it is for mine, anyway)? What's the story behind this? Should I be setting it at 4.2, or all the way up at 4.8, or is that just an old wives' tale and it doesn't matter what voltage it's set at?

I have 4 vision spinner 1300 mah batteries. I got my first 2 for Christmas 2 years ago, the other 2 about a year ago. I just charge them at whatever setting they were on when they needed to be charged. So in my case, I don't think it matters. BTW: They are all still going strong so I must be doing something right.
