I'm not sure how accurate and up to date it is although I did have a look around online stores in Australia and seems like you can still buy gear, and you can definitely buy wire, cotton, vg/pg, and suitable flavourings as well as get a prescription from a gp. There's some info in the link about ways to do that.
I'm not sure if the legislators thought this through properly because it seems to me at least that it's going to be impossible for them to enforce it without being a massive pain in the .... for potentially hundreds of thousands of Australians who are only looking for some pg based strawberry flavouring for their milkshakes and cake decorations.
