I just recently had the same issue with my Boge 510 cartos. Wasn't absorbing juice properly. Found a long very fine sewing needle and gently poked holes in the filler down to the bottom. Felt and sounded "crunchy". I then filled and the problem was solved- vapes great. These are my last 3 cartos so had to do something/ resolve the issue until my new order is delivered. Even though I have 6 cartons of analogs that was not an option.
