The BBC had the story without the vote, but it was clear that even the never smokers were outraged that legislation was being considered just because it 'looks like smoking.' There were comments like 'drinking water looks like drinking vodka; will they ban that' ect.

I think that the ANTZ have made an significant error of judgement by revealing their true motivation: that it looks like smoking. Even the never smokers can see that to cast off the huge benefits because it 'looks like smoking' is bloody crazy.
