The provision dealing with vapor tax is at the bottom of page 1 and the top of page 2.
It appears this could/would exempt Reynolds from paying the vapor tax in NC (that Reynolds lobbied to enact), and instead could/would require Reynolds' contracted wholesalers and/or retailers in NC (of which Reynolds probably has many) to pay the vapor tax.
This is another reason why vapers and e-cig companies should oppose legislation that requires e-cig companies to obtain and comply with tobacco wholesale and/or retailer licensing laws (or that creates e-cig licensing laws identical or similar to existing tobacco licensing laws, as recently occurred in Rhode Island).
The Big Tobacco companies (and licensed tobacco wholesalers) are the experts on tobacco licensing laws in every state (as they wrote and lobbied for most provisions in the licensing laws to protect themselves from competition).
