Legal definition of smoking?

I was looking for this myself and found this on Smokefree.gov's site:

Smoking The act of drawing in or inhaling smoke of burning tobacco in a cigarette, pipe or cigar and exhaling it.

AS much as eveyone wants to believe that "smoking" involved combustion, many local city, county and state legislation are re-writing the definition to include vaping...or the "inhalation of vapor." It is unreasonable and wrong but they are still doing it. I'm sure due to the influence of FDA/Big Pharma and the ANTZ.
