The main conclusions of this report are that ecigs are dangerous, should be regulated, and be listed as "medicinal products."(Despite their danger??) I gather that means a doctor prescription would be required. All the while, they compare them to analogs.
http://www.dkfz.de/en/presse/download/RS-Vol19-E-Cigarettes-EN.pdf
52 pages. Each Section has a list of conclusions if you want to skim. lol
This is a direct quote from a Greek doctor who is performing his own study:

"I just received an overview on e-cigarette safety, performed by the German cancer research center in Heidelberg. My first comment is this:
I wonder how is it possible to ask for e-cigarette approval as medicine when the data they present "show" that they are really dangerous?
Moreover, their try to discredit all research that is already performed, by talking about "carefully planned studies by objective scientists".
An objective scientist is an open-minded scientist. Those who have already decided that e-cigarettes are bad for the health (without having any proof for it - that is called prejudice or bias), and have no idea on what e-cigarettes are or how they are used, are ABSOLUTELY UNSUITABLE to perform such studies..."
