I really do think that we retain more of the vapor than we might think. For instance, and this may be mildly gross, but ever since I've been vaping again, I vape a lot in the morning before work. Well, on my bike ride to work, half the time I will get a weird sinus drip about the time I get to work. This never happened when I smoked analogs, but happens pretty darn often now that I vape. I slowly began to realize the drip was most likely vapor accumulating in my nasal cavity, as I often exhale both through my nose and mouth.
Anyhow, you may want to try the vaping method StormFinch mentioned. I find I hardly inhale at all anymore, just enough to be able to exhale from my mouth and nose. I find I get a lot of flavor that way, and obviously must be getting enough nicotine.
