I've never had any problems with mine leaking. It may be a problem with an oring. Make sure all are tight and present, make sure all other parts are tight. Might also try another cap to see if it's any better. I've had my bell caps for a couple of years now, but when I got mine, included was a plug to use in place of the drip tip when inverting to fill. If you can't find a fix, pm me, I have an extra I can send you.

The chimney "pipe" slides up into that oring creating the seal. I would google it to see what size oring it is. There's supposed to be one in there.

If yours is the same style that I'm using of course.

Does your chimney pipe have an o-ring as well? I can't tell from the pic.
