Many popular rolling papers in the 1870s-1880s came in packs of twenty, so that might have been a factor.
(Re: the wikithingy -- such regulations come after product introduction, so it was probably a reaction to most brands coming in packs of 20 but some rip-offs only had 16 or 17 in the same size package.)

I think I know the answer to the aspirin question anyway... aspirin was not originally sold in mg- they were sold in grains (I think) and then when things went metric, that was the closest to the doses they had.
In Australia they sell 50 cigarette packs. In Canada most popular brands are sold in 4 package sizes (20 pack, regular length (72mm), 20 pack king size, 25 pack regular size, 25 pack king size). We also have several brands of 100mm cigarettes as well.
Here's a pack of 50 from Australia. It's a good size to keep on your table at home.

I've smoked DuMaurier for the last 17 years always in packs of 25, they come in 20 as well, but buying the 25 pack is better value for money so thats seems to be the standard here. It's weird, I didn't know that 20 was standard in the US...
I'm quite sure i've bought packs of 25 in Holland.

There used to be a tobacco shop downtown at a hotel in my town when I was a teenager. They sold cigarettes from all over the world. There was one brand that had assorted colored papers. I think it was called Rainbow or something like that. Another brand was gold toned paper with black filters. We thought those foreign cigarettes were too high priced ... something like a dollar a pack.

For a while in the late 80's and the late 90's in Canada they sold 15 packs. We called them "welfare" packs.
They stopped selling singles as it was too easy access for younger people to afford and prevents illegal sales.
