Watkins Extracts for E-Juice?

I found a PG based imitation coconut extract at walmart by watkins. I was wondering if I can use it for DIY juice.
Ingredients:
water, propylene glycol, alcohol (17%), artificial flavors, tartaric acid

The flavorings can but used but not the extracts.
Or so I have been told. The oils that are in the extracts can be harmful.
