Is it ok...? That depends on what your definition of ok is.

I mean there are many people that drink that amount of water and live. Is it necessarily healthy? Probably not. The daily recommended intake of water varies based on many factors. A quick search yields that the Institute of Medicine suggests 3 liters for males and 2.2 liters of total beverages per day. I'll avoid going into anymore details when this can be explained easier.

I'm not a nutritionist, but it's rarely bad advice to tell someone to drink more water. So drink more water!

Both are bad for dehydration, but for kind of different reasons. The ingredients in eliquid actually absorb water (hygroscopic) which is mostly going to be really bad for your teeth over time unless you stay hydrated, same as sleeping with your mouth open and stuff. It can get a little ridiciculous while chain vaping, but it's just wise to keep sipping and swishing.
 
I am a former smoker that smoked 20 plus a day depending on my stress level. The less I smoked the less water I needed to drink. I started vaping with an Ego starter kit with 12 mg nicotine and did not really notice the need to drink much water. I have since upgraded many times and am currently vaping on a VV/VW 150 watt box mod with various RDAs and 3 to 6 mg nicotine e-juice. I found out quickly that with the vapor that is produced with the box mods and RDAs I became dehydrated very fast. I think it depends on the person vaping and what type of device you are using.
