I should add that when I fill from the bottom theres absolutely no issues

As hard as I fought the point that this is a top fill tank and I was be damned if I was going to fill it from the bottom, I fill it from the bottom. This solves the issue of leaking from the air flow holes.
I never had a terrible time with leaking though filling from the top. I would get a little weeping from around the air flow but not a steady leak.
If you continue to fill from the top do a few things that may help
-close off air flow, I know you already stated you did
-after filling turn the tank and mod upside down for a few seconds
-open the air flow to 1/4 way and take a few draws without firing the mod. This will restore a litttle of the vacuum lost from opening the top
