Your charger apparently is not "trickle charging", which is a good thing in my opinion. Many chargers are trickle chargers, which continue applying voltage to keep a fully charged battery (4.2 volts) at 4.2 volts. I'd rather grab my batteries charged to 4.1 volts rather than 4.2 volts.

Don't ask me why, as that will open up a can of worms.

OK found it but don't like what it does. It will take a 18650 up to 4.35 volts unattended. I guess if you watch it and pull it off at 4.21 or a little higher it would be fine. I took it back to the lower setting. I can live with a very slightly lower charge.

I would think so. You won't notice the slight under-charge while you vape.

Your particular charger may not be measuring full voltage accurately/precisely. I personally wouldn't be concerned about 0.02 volts.

That's for charging the few li-ion batteries that take a 4.35v instead of a 4.2v charge. Not to be used with regular batteries! My Opus undercharges a bit whereas my Xtar overcharges. It's far better to undercharge the batteries a bit.
