Are you talking all authentics? The legion is great to build on with the way the posts are set up, and the center post hole is huge. It's actually the first RDA I bought when I got into drippers because it looks awesome. It's got a massive juice well and you can fit pretty big coils in there if you're into building and such.
The mutation x v4 is pretty standard, I personally would pick something else before it, perhaps a STRO v1, it's the same price, $29.99, and it has the deck of a competition Kennedy with side AFC similar to a Royal Hunter. It basically looks like a combination of the two, including a honeycomb in the wide bore drip tip. The mutation x v4 feels flimsy in a way, the chamber is super thin metal.
I can't say much on the plume veil as I don't have one, but I know it has multiple airflow options, including air that comes out through the negative leads.
Are you looking for flavor, clouds, solid build deck to fit fused claptons and other large coils in the posts? What's most important to you out of an RDA?

So far, I have 2 RDA's One is the Mad Hatter, which I find preferable to my Mutation X V4. I am not too sure why, I have had the Mutation for a week now and I am still playing with it to figure it and me out. I got the Mutation only because for a beginner to sub-ohm-ing on an RDA, much less to vaping (2 months), and for the price I have to agree with a few of the people who rate this thing, "It's great for the price and the variations are limitless." I have both of these siting on tom of my Panzer Mechanical Mod btw and they both look good. I haven't figured out if I am cloud chaser or a flavor chaser and the Mutation can deliver both. Needless to say at this point it comes down to what you want, check out as many reviews as you can and at this point (and I hate to say this) I think that I like the Mad Hatter better but can't really complain about the Mutation for the price and flexibility. It is a good investment for the price, where the other two might be a little pricey.

The Legion? It's got a massive airhole on each side of the atty. but clouds are pretty much all dependent on how your coils and how you wick it. It can throw huge clouds, but you're limited to a 510 drip tip because of the screw on top cap. It's very capable of throwing clouds if you set up your wick and wire right. I mean it was designed for quad coils in each side, with the 4 negative post holes. The center post on mine started to spin out of control once I had the hex screw tight against the coil leads though so that's a con to watch for
Edit: the Mutation x v4 is leak prone as all bottom AFC atty's are. Just position your coils properly and don't over drip. And clouds on the mutation x 3 & 4 aren't that great IMO. They come out whispy in a way. I put identical builds on my v3,v4, and my doge v2 and the best clouds I got were from the doge.

What's the flavour production like? Sorry for all the questions but there aren't alot of reviews and it's my first rda

On the legion? Flavor production can be adjusted to a tight draw if you want one, but even fully wide open flavor production is better than a mutation.
