So ... My mental picture is if any kid under 18 is caught smoking
a cigarette ... basically (at best) a firm "No No". However, if the
same kid is caught with an e-cig in his/her pocket ...
then The War Against Drugs thing kicks in.
More like the War Against No Drugs, as in the guaranteed $250k for chemo therapy to BP for future cancer victims, and the $$ to the state for tobacco taxes...which goes with your other excellent post.
