Fiber fill is what is inside the cartridge. If it is in there and dry, it will burn when the Atomizer heats it up. It will probably produce some smoke, and definitely taste horrible. If you don't want flavoring, you can vape unflavored PG or VG, not sure why anyone would want to do that though. If you want something like a cigarette to satisfy the oral fixation, a lollipop might be better for you, or a wooden cigarette or something.

Chances are, if there was only a blank cartridge on it, that it was the factory primer that was burning off the wick or bridge of the atomizer.

It won't harm you aside from leaving a nasty taste in your mouth. If you have any e-liquid, just put a drop or two on the atomizer bridge, put the "loaded" cart on, then take a few draws on the e-cig but just exhale them (don't inhale). You should be fine and good to go from there.

If an e-cig comes with a totally empty cart (no stuffing etc) on the atty then

1. if the atty is new you may be vaping some really harsh primer that may attys are shipped with
2. if there is nothing wet on the atty, you will burn out the atty

If you have a real cart with stuffing in it, then go buy some USP Glycerine at Walmart in the drugstore department. It should be right on the shelf somewhere. That is the same stuff as the thicker base used for ejuice. Makes a lot of vapor but dulls TH. Most people buy ejuice that is most PG as a based (thinner) with some VG to smooth it out. Plain glycerine of glycerine with Lorann's flavoring could be used (some Walmarts sell Lorann's food flavorings which are concentrated enough to flavor ejuice).
