Not sure about the nicotine... three doctors over three decades have told me that nicotine isn't a big problem for me, even though I've always smoked at least two packs a day. Most of that is because I usually go longer than a half hour in the morning before I smoke, I don't need to smoke if I wake up in the middle of the night, and I smoke more in the evenings than I do in the morning.
On another topic, I worry sometimes where my liquid is coming from, but I don't want to see Big tobacco getting into the act. They would undoubtedly come out and say, "We'll price this competitively with full-priced cigarettes so as not to encourage non-smokers to take up the habit." The government would give them a prize for being "responsible corporate citizens" and we'd be paying $50 for a 30ml of liquid. (This actually happened with gum, patches and lozenges -- at least I remember the manufacturers saying that.)
There is always will be competition from on-line stores and between tobacco companies itself.
