First of all, Hong Kong is not the same as the mainland "China". Cigarettes are legal in Hong Kong. E-cigarettes with nicotine are illegal in Hong Kong. Probably something to do with tobacco companies colluding with the government. I suspect the same is starting to happen in the states. Cigarettes are heavily taxed just like the States. Shenzhen where I go to half the week every week is the "real China". E-cigarettes are legal there. In fact, Shenzhen (a city name) is where they are all made. For example Joyetech is based in Shenzhen. However, nobody vapes in China. I have not seen it once. I have not seen any physical shops that sell them either. They are just not popular. However, it's all over the place in taobao.com (China's ebay). Mainland China cigarettes are cheap. Like a buck or two a pack. Probably that's why nobody vapes there.
