In a perfect world, you'd test it on the equipment you'll be using it in, as differing voltage/wattage will taste a bit different.
Having said that, you asked about cartomizers, so I assume you have an either 510/ego or 808 connection on your battery and use cartomizers to vape it. In that case, to get an idea if you'd like to use a carto full, drip it into an atomizer that matches your connection. They're relatively cheap, can be cleaned easily (I used the ones that have not been de-bridged; pop them in a shot glass of vodka and let set overnight. Rinse with clean vodka in the morning and they're good as new. Only takes a moment to dry enough to use again)
Can I ask what equipment you use to vape? That will help narrow down where to find an atomizer for you

I use an RDA. I know it is more than what I would want, but ejuice runs .30 cents up to .75 cents per ml in my buying. Sooo, I am willing to use half of a ML on the coil area and maybe 2-3 drops on the wick just to either side.

I know my dripper probably gives a better flavor than my RTAs, but, it is close enough.

Personally I second Completely Average... or, you know, whatever atomizer is going to fit your current device. That's how I test the juice I make. It certainly holds up well enough to give you a good idea; usually if you've got a more complicated set up the juice will only taste better than it does in a dinky little 510/901/etc. Sometimes I'll use 801 fusion cartos as I used to love the taste in those but I don't really care to fill one up with a juice I'm not sure of.

A 510 drip atomizer like Completely Average suggested, or a Nano clearomizer.

DRIP ATOMIZERS are juice delivery devices not too different from a cartomizer, but have no wick in them to hold e-liquid. With an atomizer, one drops just a few drops of juice into the atomizer and then vapes it (called "dripping"). After a several puffs, a few more additional drops of juice will need to be added to continue vaping. This ritual is repeated as long as the user vapes. Many vapers prefer to use this method over others, as there is no wicking material involved which may affect the flavor of the juice. Many people use this method to test out new sample flavors.

NANO CLEAROMIZERS are smaller clearomizers in the size and shape of a cartomizer. For someone who doesn't drip on an atomizer, these can be useful for testing out new flavor samples. They only hold 1ml of juice, and are easily re-useable by simply removing the first flavor and adding the next. Easy screw off top like the regular top fill clearomizers to add or remove e-liquid.

What would be the easiest way to test new juice just a few drops like a good cartomizer or something else?
Protip: put a dab on your finger and lick it off. After awhioe, you will be able to discern of you will like the vape or not. Zero wasted juice and undiluted tasting.

You wouldn't want to do that with my wife's liquid. All she vapes is a pure menthol, and she likes it STRONG. You may as well stick your finger in some Vick's Vapor Rub and put that on your tongue.

But it works for her I guess. She refuses to vape anything else. She's also the only person I know who rather than reducing nicotine levels has been gradually reducing the amount she vapes. I mixed her up 250ml in the last week of January and she still has about 40ml left. That works out to only around 1.3ml per day. She takes tootle puffing to a whole new level.

Any RDA with a short strip of cotton.
Here's what I use:

Derringer RDA, 7 wraps of Ni200 on a 2.5mm rod. Cotton cut near flush (i.e. cotton only sticks out about 1mm from each end of the coil). Soak it with pure VG, then vape it near dry. That way the next time you soak the wick, it won't require as much juice.

I picked up a Freakshow just to try new juices (and to see what all this dripping was about) a few months ago. But now it sits unused as I use my 2ml Atlantis for trying new juice (yes, I know that is more then his stuff will handle). Bottom line: small extra tank of what you normally use to give the new juice a good taste. Fill it and don't like it.....dump it (or pass it on) and go to the next. Nothing wasted since you weren't going to use it anyway. I have, on more then one occasion had a juice "grow on me" and ended up liking it.
