Yes. If you're using an atomiser, they can only hold 3 - 5 drops at a time. The drip tip is a means to bypass the cartridge that usually comes with them. With a cartridge, there's some wadding in there that barely holds 5 drops and barely feeds any liquid to the atomiser, so you often need to lift the cartridge off and put liquid straight onto the coil yourself. Put on a drip tip - just drip it straight in as you need it.

You can also put it on cartomisers etc if you prefer a slightly cooler vape or with devices like CE2s or other clearomisers that are prone to condensation buildup near the standard mouthpiece, you can use a drip tip to ensure you never get juice in your mouth.

For me, the drip tip is just a more comfortable mouth piece. It also keeps me from having to taste what my atomizer or cart is made of. It does help keep juice out of my mouth when dripping but doesn't eliminate it. I find it more difficult to drip through one so I take it off and put it back on when I use an atomizer. If I am using a cart it just stays on.

A drip tip is, generally, just a hollow tube with an o-ring at the bottom, that can be inserted into an atomizer or cartomizer (once you remove the atomizer rubber mouth plug). It can simplify refilling a carto (faster to pop out than the rubber mouth plug, though I just left the tip out of the carto), and is necessary on many carto tanks, since the tanks come right up to the top of the carto (not enough carto exposed to put your lips around).
