I couldn't find anything that really helped (post 2015) but i figured I would post the recipe I've made for a friend to try.

Notes
I used the candy base for the overwhelming sweetness to make the peppermint into candy then softened it up with the cream fresh as well as to boost the marshmallow without getting smokey along with vanilla whipped cream to accentuate the mallow with a hint of vanilla and all together gives a unique mouthfeel.

Thanks i think lol but I don’t know what I’m doing and so far it’s untested, just thought somebody might spot a flaw or improvement. I’m handing it off tomorrow for testing, i was gonna update once i find out. Maybe a mod will move it i dunno , forum noob here

I've made a few peppermints before. They can be very nice. Not sure what the candy base consists of, flavor wise, I never used it. The last peppermint cream I made, I just used peppermint, fresh cream, and condensed milk and a touch of sweetener. I've found with these, simple is best. I don't see anything like wrong with your recipe, I just don't use any adjuncts when I do a peppermint. Let us know how it turned out though.
