Do you know the ohms rating on the CE4? They come in a wide variety. From 1.x to 4.x from what I have found.
If it is like my clearo it is about 2 ohms but here is a chart that shows the watts. Ideal is around 6 depending. But you should stay between 4-10 watts. here is a chart.

If you have a calculator its Volts squared divided by ohms.

To low and you don't get good vape. To high and you get a buring in your throat and burn the juice and will eventyally fry the atty. The higher the voltage the quicker you run down the battery.
You can buy a cheap volt ohm meter to check the ohms but if you want to test voltage you need one that does tru RMS.
You have to be real careful checking voltage so as to not cross the steams LOL. but for just ohms i'st not a big deal . One lead goes on the center post of the atty and the other lead on the outer metal. Then you hole is steady with the meter in the ohm mode and you get a reading.
