There is no best, sorry.
Your best bet is to check reviews. Pick a tank that interests you & search: "name of tank review" or just enter "vape tank review" into the search bar; you'll get plenty, including several titled "Best Vape Tanks" or similar.
Out of all the ones I have tried, the HorizonTech Aquila is my favourite. Very strong flavour, and the coils use a cotton that lasts a really long time. It goes through juice quick, but the flavour I get on it is great. There are lots of good ones though, the FreeMax Solo tank is also pretty good. The only one I have tried that I really don't like is the GeekVape Zeus. It used to be good, but the coil quality seems inconsistent, and the last couple packs I bought didn't produce very good flavour. Maybe it was just bad luck.
There's lots of little factors though that can affect things so my experience isn't necessarily common. I love the Aquila though. Of all the tanks I hear praised the most, the HorizonTech Sakerz seems to get a lot of love, though I never tried it.

My favorite will forever be the Uwell Valyrian 2. Nothing has ever come close for me as far as ease of use, coil life, flavor, and vapor production.
