Battery feels like it's "Vibrating" when charging??

Hope someone can help, I have a vision spinner battery and I am hooking it up to a emow 420mah charger , when I put it in the light is green tho, the battery is only half to 3/4 drained but I would have thought it should still be red and flashing green. More concerning is the fact if I rub my finger on it while charging it feels like it's vibrating/pulsating. If I hook the vision spinner battery up to a joyetech 510 charger (120mah) it doesn't vibrate and the light is red and flashing green. Any ideas??

after a bit of reading it seems to be a issue with only having 2 pin wall charger , meaning there is no "ground" pin and there is leakage. Macbook's and ipads apparently have the same issue from what I am reading. If i put my whole hand on it I can't feel it, 1 finger tho and it vibrates right through me. From what I have found I don't THINK it's a safety issue?? Plugging it into my pc USB removes this vibrating feeling even with 1 finger, perhaps that is the better option?? Please HELP/advise me? cheers.

Never use wrong charger for the battery, all accidents with batteries has been due not using the right charger.
Joytech 510 is not what you're supposed to be using.
Not sure about the emow either, but its 420mah atleast.

Yeah, I'm not using the Joyetech, I only TRIED it because I noticed the correct charger was vibrating. I have tried a variety of chargers now and they all vibrate through the battery when rubbed with 1 finger. Even a ipad ac connection. I believe it is a issue with us having only 2 pin with no ground.. Based off what I'm reading in regards to ipads and mac books having this same issue. It seems like it is safe but I'm not overly confident, I went back to the store and he replaced the charger but he wasn't overly concerned.. Not sure whether to just use the pc USB ports now as my pc has a 3 pin power point obviously with ground , and is plugged in to a safety board.

I just want to charge it safely lol, and I don't know the best way to do it.
