Why do I get constant and different ohm readings with an RDA but not with a tank?

On my Atlantis tank my m65 always reads 0.5 or 0.6. But for my Aeolus rda built at 0.5 ohms, it sometimes reads it differently jolting up to 1 ohm, which constantly makes me change the wattage. My bottom plate is sanded too.

That's a pretty big variation. Though many factors affect resistance, a change that large makes me think poor connection.

Check your build.

If the Aeolus is built with dual coils, it sounds as if one of the coils isn't secured properly/making a proper connection. I've had it happen in the past when one of the coil legs had broken.
