Why can't I make a post in the forum?

I tried to ask a question in the general smoking area and I get this message:

PKnowler63, you do not have permission to access this page. This could be due to one of several reasons:

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

How come?

At first, you can only reply to posts or start a thread in the New Member's forum. Later you can start a thread in other areas.

I think you have to post 15 times before you can start a new Thread out of the new members forum.
