What is that white stuff at the bottom of a prefilled cart?

All the filled carts that come with our starter kits seem to have this dense rubbery white substance on the bottom of the filler. You tug on the wool to fluff, rinse, or squeeze it out and there it is. It looks like some sort of adhesive but I'd sure like to know what it's made of. I've taken to snipping it off before I restuff the cart. What IS that junk?

Andtyler2--that "White Rubbery Stuff" at the end of the prefilled cartridges is a glue that is placed there simply to hold the polyester core in place. You will find them on many of the blank cartridges as well.
