I use a centrifigal sling I made and get 30 drops into an empty cart.
I get roughly 20 in a refill and never have to wait or blow them out.

Also throw the white plastic top away and use a whistle tip off of a 901 or the T-Tip from Super T. Fabulous results...

I just use a syringe. Stick the needle down any side of the cartomizer, and it will evenly pump in the liquid. I also stick another plug down the middle where the heating element is so that liquid doesnt fill that void.
