Alhambra City Council will hold Monday a public hearing on ordinances that would stop the city from issuing permits to new electronic cigarette retailers and tattoo parlors until Oct. 9, 2014. If passed by at least four council members, the ordinances will go into effect immediately and allow the Alhambra Development Services Department to complete studies on the effects of e-cigarettes and tattoo parlors, according to the council meeting agenda.
Council members banned e-cigarettes in public spaces and work spaces in Alhambra on Oct. 14, but can reverse their decision if studies from the FDA show that e-cigarettes are not harmful to the public, according to Mayor Steven Placido. However, the ordinance stopping the issuance of permits to new retailers failed to receive the unanimous vote it needed to pass during the Oct. 14 City Council meeting.
Councilman Gary Yamauchi abstained from voting on the ordinance during its first reading, citing a lack of information about the affects of e-cigarettes. I was under the impression that is why these e-cigarettes came out, so they would eliminate second-hand smoke," Yamauchi said. "It was because of that confusion that I voted the way I did and I just need more information."
