First of all, you are always better off making any adjustments with the tank empty. You're not getting a good indication of what the coil is actually doing, because the lower coils are vaporizing juice before it gets to the topmost coils. In order to see if all coils are glowing evenly, the entire wick, beneath the coils, has to be evenly dry. Empty out the tank, lower the voltage, if it's a vv device, and gently try nudging the coils, until you're satisfied that they all are glowing evenly, before filling. It's next to impossible to adjust a coil while the wick is wicking juice up from the tank.
