In (parallel) regulated variable voltage mode -
If you max the NC2 out with a constant set 6 volts on a 0.5 ohm coil
~ 72 watts and 12 amps
In parallel unregulated mode -
As there are two batteries in series, the combined voltage is 8.4 volts
~ 141 watts and 17 amps
In series unregulated mode -
In parallel mode you will only realize 4.2 volts, but with a much larger usable amp pool of 50 amps with the HD2 as it has a 25 amp CDR. So to get comparable power levels you need a much lower resistance coil.
~ 35 watts and 8.4 amps (split over the two cells)
So you are well under budget with any of those configurations with that resistance coil and those batteries. You could even use a 20 amp cell like the Samsung 30Q or LG HG2 and get 3000 mAh rather that 2000 mAh
