You can't really compare it to cigarette packs. The nicotine level in cigarettes varies enormously based on the cigarette brand. Also not absorbed the same was as smoking when vaping.
A juul pod is 7/10 ml (.7ml). so there is 35 mg of nicotine in a 5% (50 mg/ml) pod and 21 mg of nicotine in a 3% (30 mg/ml) pod

Except that Juul states their nicotine percentage by weight, and since the mixture PG and VG they use has a density greater than 1.0, the weight of nicotine per unit volume is actually somewhat higher that we would expect. 5% by weight is likely in the high 50s when reverted back to mg/ml, and 3% by weight is likely in the mid 30s.
Right you are. I looked on the Juul site and found this. So those pods are actually 59 mg/ml and 35 mg/ml.

Each 3% JUULpod is designed to contain approximately 0.7mL with 3% nicotine by weight (approx. 23 mg per pod based upon 35 mg/mL) at time of manufacture. Nicotine content may decrease over an extended period of time.
