You can't really compare it to cigarette packs. The nicotine level in cigarettes varies enormously based on the cigarette brand. Also not absorbed the same was as smoking when vaping.

Right you are. I looked on the Juul site and found this. So those pods are actually 59 mg/ml and 35 mg/ml.
