If you get a cigar flavor and vape it, it's kind of like ultra-light cigars. The ultra-light part should be easy, the Marlboro part possible but flawed. There's a whole world of tobacco type flavors, not to mention all the others. If I've ever been tempted to smoke due to vaping, it wouldn't be any kind of smoking I've ever tried before.
Your neighbor's reasoning is to try to directly replace her cigs. Vaping can work, perhaps better, when it's not anything that seems like it would replace smoking at all. It just has to be really good. Perhaps even subjects like nicotine intake are irrelevant at first. The goal is first to find the magic.
