Well, you'd have to compare watts (Voltage squared divided by ohms).

Even for the same watts, coil characteristics vary a bit due to the fact that to get higher ohms they have to either use more wraps or thinner coils.

To me, HV stuff has more "oomph". Higher ohm coils are reported to last longer than lower ohm coils (I think the lower ohm stuff is just shorter coil). YMMV even for the same model atomizer/carto.

Anything you do will change the vaping experience. So while in theory, provided the wattage is the same, the vape should be the same, there will be differences. One being better than the other is far to subjective however.

I have quite a verity of PV's, all of which have their qualities and there weaknesses. Therefore I set them up to take advantage of what they do best. For an example using two VV PV's that you would think would work the same (but don't), SR heads allow me to take full advantage of what my Provari brings to the table, while LR heads allow me to take advantage of what the little L-Rider Robust has to offer.
I can get a good vape from both PV's, but if I tried to set them both up the same I might not get a good vape from either.

I would also point out that the type of heads being used can make just as big a difference. If I tried to use a carto or clearo at the same wattage that I run my dripping atties at I would have the nastiest burnt flavor experience you would ever imagine.
