Is it safe to charge an 18650 battery with a Wall charger?

Hi all. The title says it all. I misplaced my battery charger for my 18650 batteries and I was wondering if it is safe to charge them with the standard wall chargers that provide an output of 5 VDC / 0.5 A. ? The kind that have a USB cable and the round screw-on thread for your standard VV EGO battery. (They come in the starter kits) I am assuming it is not safe to plug my innokin SVD into this charger with the battery in my SVD. Please correct me if I am wrong.

If you have a usb-ego adapter which OUTPUTS 5 VDC for charging certain types of batteries, it is downright dangerous to attempt to charge a 4.2 volt 18650 lithium battery using it.

Some start kits come with a type of battery which accepts a 5 volt for charging purposes because part of the charging circuitry is inside the battery itself;
