How to remove eliquid from electronics ? (tank leaked and my mod short circuited)

Isopropyl alcohol bath or electronic contact cleaner. I'd go with the iso alcohol first myself.
Wash it out good a couple of times, let it air dry, then do it a couple more, air dry and try it.
Electric contact cleaner shouldn't melt plastic, but.... Then iso is a lot cheaper and easier to get.
As per the rice, @Mooch proved that doesn't work (news to me as well!) and it won't get the sticky ejuice out even if it did.

    You have two options:

    1) Disassemble your mod and clean the circuitry with some isopropyl alcohol + cotton swabs, let it dry for a few hours.
    2) Put your mod in a bag of rice for a few days.

    I don't recommend leaving the mod out to dry in open air. The juice might further damage the circuitry if you don't get them out in time.

    Use rice to try to absorb evaporated VG, PG, and flavorings?
    Rice is terrible at absorbing water. How can it absorb e-liquid that is barely evaporating, if at all?

    Disassemble it and do a wipe down as much as you can. Get ready with a bunch of cotton buds to get into the tight spaces.

    I've taken apart my minikin a few times and it's actually easy to even do a wipe down with moist towelettes. Pg/VG never seems to dry, it's a humectant.

    CRC contact cleaner are the best of the best, if you can't get hold of it then 3M contact cleaner from the neighborhood hardware store. These cost anything $12-25 per can. Then down the road you can use isopropyl alcohol(must dry overnight), to distill water(will takes days to dry).

    Unrelated to vape, I've been into the worst scenario where I spill a full cup of coffee on my laptop while running.
    I dismantle every bit, wash it with water and detergent, leave to dry in air-con room for a week, and here I am typing with it ;-)

    Wah, champion! I can't even revive the mobile phones I've dropped in the toilet bowl. My only success story have been a pair of earbuds that I left in my jeans that went in the washing machine.
