I prefer to use Fruit Circles by itself and use my own mix for the milky flavor, this way I can adapt the milky/creamy flavor to my personal tastes. Fruit circles all by itself doesn't really taste that great as a vape IMO, so it has to be blended with a number of things to achieve a good Fruity cereal flavor for me. Through a fair amount of trial and error, this is the DIY mix I've landed on for my personal Fruit Cereal flavor, I prefer it to have more of a "frosted" taste than a "milky" taste, but you can adjust the recipe to cater to your tastes.

TFA Fruit Circles 6%
TFA Silly Rabbit 5%
FA Fresh Cream 2.5%
TFA Berry Crunch 2%
TFA Bavarian Cream 1.75%
TFA Marshmallow 1.5%
TFA Sweet Cream 1%
EM 10% @ 0.25%

As you can see, I've got four different flavors just to make up the milky/frosted flavor, which I find is much more satisfying and complex than buying a flavor that has a milky aspect already added to it. Though, you may have better results that cater to your taste with the complete opposite approach, this is the beauty of DIY liquid because with hard work and diligence you can turn out a juice that is exactly to your standards.

Silly rabbit was a newer addition that I had not stumbled on until recently, it's a different take on a cereal flavor for sure, has more of a candied taste to me. Be careful with Berry crunch, it can overpower lighter flavors if you're not careful, I don't really use it over 3% in anything for that reason and I've never used Bavarian Cream DX, so I can't comment on that(try it in a very small batch, it may work!).
