In the realm of vaping I believe an extract is "flavor" leeched from natural organic material such as a tobacco extract (NET), whereas a flavor concentrate is flavor (natural or synthetic), that is highly condensed. I extract tobacco and often condense the extracted flavor into a concentrate. Most of the DIY flavors we use are concentrates, mainly synthetics (chemicals), but some of them (like Nature's flavors), start out as extracts and are then condensed into concentrates.
