I believe you are asking whether you can get an item which is both an rda and and rta?
If so, the answer is yes.
The flash evapor is an rda with a tank sitting on top of it; at any time, you can just pop the top off as if it were and rda, and juice up the coils.
There is the BigDripper which is an rda with a tank on top, designed so that you press the top down to squish some liquid down to the coil.
With both the flash and the bigd, I personally prefer to just prime the coil the same way one primes a protank - by blocking the airholes and drawing on the mouthpiece without firing power.
There's the 3D rda by atmomixani; that one the tank is below the coil and you press on the top which forces liquid to shoot upward from the tank.
Then on the $high$ end there's the REO boxes which has a bottle inside a box with the battery and you squeeze the bottle and it shoots up the the rda; the rda for this has to be designed for bottom feed.

I seen one last night that was bottom tank and it feed up like a wick from a zippo i think it was rddt by smok i was looking for one like that but maybe 4 coils thats wat my alantis is and i thought it be better to get ine i can build bigger off of
This sounds like a Genesis-style rebuildable tank. I would caution you to do some more research prior to spending money on a Genny.
With the tank below the coil, you are fighting gravity to get enough e-liquid to the coil. You won't have this issue if you use a Kayfun-style tank (tank is above the coil). Please see Information Resources for Your First RBA.
Genesis-styles often leak if not kept upright, so they are not a mobile device for use out of the home IMO. They also use stainless steel mesh wick, which I found a great PITA to work with. You can use cotton, Japanese cotton, cellucotton (synthetic cotton), or silica in a Kayfun.
I much prefer a Kayfun-style RDA over a Genesis-style, YMMV.
If you're looking to start rebuilding, I would keep it simple and go with a kayfun or the taifun. The taifun is probably the most forgiving to build on.
Your device is going to be the determining factor as to what would be best.

You could also order a dripper to play with from Fastech for less than $10 delivered. Dripper is the only way your going to get true 4 coil design. Not sure why you would want to do that, unless serious sub-ohm dripping is the plan.. And even then the argument could be made that the single coils is still best.

To add to Baditude, Genny style tanks are difficult to build properly. I had the Smok RSST as my first RBA and I hated it. After some time, YouTube videos, and a lot of patience I was able to get it to hit very well. That being said, it was nothing like an RDA.
I, personally, don't like the Kayfun. I've had 4 of them now, thinking that I might like it, and it disappoints me everytime. That is due purely to my wants and needs when it comes to an atty. So, what are you looking to get from your vape? Clouds, flavor, etc?

Also, they do make RDTA atty's now. The Pontus, and the Big Dripper are the 2 that come to mind. I haven't tried either yet, as it seems the issues with both keep stacking up. I really like the idea of a tank on top of a build deck that functions like a true dripper, but I also really like knowing that what I am buying is going to work the way I want it to.
Now there was a RDTA that came out about a year ago from a small shop in Greece. It had the tank on the bottom and flooded the deck from below, similar to a Reo. But it did so when the drip tip was pushed. It looked like a quality product, but I haven't seen or heard of it since.

The Caravela "Drip-Tank" (Vela Latina/Nau Latina) uses a 306 dripping atomizer combined with a tank system.

Very similiar, but the one I saw had 2 holes on the deck for juice, and looked way more elegant.
this pic of the 3d assembled might be more elegant; pretty sure they all have only 1 hole but maybe it was the screws you were talking about
Had something similat to the 3D called the cloud had a bigger clear tank but to be honest was not very good,give squonking a go nearest thing to dripping without carrying a bottle round with you.
