I have the regular Billow V3 too and its been great so I thought I'd get the plus for more juice capacity.
I've tried just touching the wick to the top of the juice channel but it leaked so then I tried using more and more cotton to fill the hole but still get leaks. Here's a couple of pics as I have it set up now.

can't help, you're wicking & build seems fine. There doesn't seem to be a missing o-ring on the deck either. And I'm pretty sure you're NOT a novice vapor and knows how to top fill. maybe someone else can chime in.

[edit] as a last resort maybe you can try to disassemble everything, clean thoroughly, dry thoroughly and re-assemble with a new build (assuming u haven't).

I'm fairly certain that it is not my build. I never get any gurgling so i don't think its flooding and going down the air holes. I've cleaned and taken apart and replaced the orings but it still leaks. It doesn't leak when I fill it its after it sitting for a while that it starts, touch the airflow ring and it starts to seep. I think it may be leaking from between the bottom section and the tank section. I think the oring they provide is too thin to make a proper seal. when I screw the bottom section on I can't feel any resistance till it bottoms out. In other tanks usually you can feel a slight resistance as the oring starts to compress at the very end, but this tank is loose all the way till it stops. In the photo below you can see where the juice is leaking its not from the air hole but from the gap between the air flow control ring and the tank.

it is possible that you have a bad tank. One of the things I like about the billow (have this on the v2 nano as well) is actually how the bottom has that butter smooth resistance when screwing into the tank. If you're not experiencing a resistance until it bottoms out something is wrong.

did you contact the vendor?

I have the same problem with the Billow V3 Plus. Mine is also leaking from the gap above the AFC ring, and sometimes the leaking is substantial. It has leaked several times all over my Sigelei 213. My wicking is good, and I also do not get any gurgling. Please let me know what you find out. I will be contacting ecigitty as well.

Yes, but I've not heard back from them yet.
DHCrocks - Any update?
Good news, I've heard back from eciggity and they are working to resolve the issue:

We have addressed this particular issue and are currently in discussion with Ehpro. We have narrowed it down to a couple of contributing factors, and one of the reasons may be the o-rings. New o-rings may have to be shipped to everyone who purchased the Billow v3, but we have not yet confirmed that so we will keep you all updated. We greatly appreciate your patience and consideration.

I went down to eciggity today, they are local to me and showed them my tank. they said that there was a problem in manufacturing of the batch of tanks. The oring is definitely the problem and they have placed an order for new replacement orings but have not received it yet. They have been getting a few complaints and know about the issue. the oring is too small for the bottom section. They will call me when it comes in. I'll let everyone know when it is available.
